In respect to given and presumed aims and goals of the project, a lot of effort was given in order to implement project in a way that would implicitly and explicitly fulfil them. Holding that activities of each training and seminar held during the years of project implementation are suppose to satisfy the needs given in the objectives of the project, the organizers have tried to organize a variety of lectures, moot-court sessions, discussions and similar in a manner of achieving the given objectives. These activities were used as an instrument for introducing the topics covering human rights issues. With all inputs given through the implementation an expected results came up as a reward for high level of involvement and desire to make the best of the project.
Since the beginning of the project up to now there have been a relatively large number of trained lawyers introduced with the human rights issues. In the period of 2001-2004 a number of 500 legal professionals attended these seminars (click here to see the presentation of previous phases). The results expected appeared after all finished phases of project implementation and were expressed through general overview of attendees’ opinion on seminars, programme, lectures and their expectation on how they can use obtained knowledge in their future work.
The idea was that after attending seminars and fulfilment of project activities, the lawyers will be prepared for further work in their own branch and be able to, as a result of acquired knowledge and skills, disseminate it among wider targeted groups, serve as resources for the media in the field of legislative and judicial reform, proper administration of justice and promotion of human rights. Also, as a result of their attendance, they are supposed to be able after to give expert advice to NGOs, law clinics and law firms, to be seconded by their governments to the secretariats of international and regional organizations, to better participate in the work of NGOs and professional associations, to act as counsel before the international courts and tribunals, and as a final crown of abovementioned, to maintain contacts among the states in the area both at the governmental and non-governmental level.
As it is a common practice after every seminar held there was an evaluation process of achieved results and impressions of attendees on quality of seminars, gained knowledge and their perspective on future usage of the same in their practice. In general, around 95% of attendees stated that these seminars helped them to improve their knowledge in the field of human rights, and around 90% stated that it meets with their professional needs. Also, a vast majority of them considered obtained knowledge to be applicable and useful in their future work and that this inspired them to continue with further education in the field of human rights. For a good example to mention that one of the main indicators in 2004 has been forming of a pool of 17 legal professionals from the region, mainly judges and prosecutors. They have proved to be among the best multipliers having in mind that most of them already participated in the courses as lecturers and facilitators themselves. In the future, this group is expected to take active role in lecturing as well as in improving of the human rights teaching methods.
As an overall perspective of results and outcomes of this project so far, in January 2006, Strategic Marketing Research has done a research questionnaire with the total population of attendees on their perspective and whether they were able to use their knowledge and skills after the seminar etc. The results of research were positive and promising in respect to continuation with the project (click here to see the presentation of all research results). In general, it can be said that so far this project has accomplished its goals and its implementation has successfully covered all desired objectives.
